Health is not just about what happens in hospitals or doctors’ offices. It is shaped by the laws and policies that govern our lives. That is why Bill C-2, the so-called “Strong Borders Act,” is a direct attack on migrant health.

Bill C-2 bars anyone from claiming refugee status if they have been in Canada for more than a year, retroactive to June 2020. It gives the Immigration Minister sweeping powers to cancel permits for entire groups without due process. It strips away critical privacy safeguards, allowing governments to share migrants’ personal information when they are doing routine things like accessing healthcare.

This is the most significant attack on migrants in more than a decade. We know that immigration status is a foundational determinant of health and that migrant patients are among the most marginalized. These are not abstract policy issues. When people fear deportation, when trust in institutions disappears — health suffers. Bill C-2 threatens migrants’ physical safety, mental wellbeing, and access to care.
